Opening downloaded inernet files on surface pro

When trying to open a PDF file from the internet, I am given the options to open or save the file. When I select open, nothing happens. No error message, etc, just doesn't open. When I select save, the file is saved to the downloads folder and I can then open it with either Acrobat reader or the MS Reader app that came with the tablet.

Since the PDF file can be opened with either reader once downloaded, the problem must be with a setting in IE preventing it from being opened directly from the internet. Any help would be appreciated.
