As for mods, having a vote is not normal for the game. So it's considered a mod to allow that. Mods are not useless and are a part of the game. It's allowed and the devs even released tools so you can create your own maps etc.
High jump itself is not a mod. That is a setting you can do within the game configs. The mod part you download would be due to the server changing other things like adding different killstreaks.

All modded servers since I deleted the process when downloading I cleaned all mods folders but I get the same error. I can only play on vanilla servers.
